Established in 2018, CBM Consulting, LLC is a boutique land planning, civil engineering, landscape architecture, and surveying firm headquartered in Frederick, Maryland. We serve clients throughout Frederick County, Montgomery County, Prince George's County, and the broader Mid-Atlantic region with comprehensive site development, entitlement, environmental, and project management services.

Our principals collectively bring over 62 years of expertise in land entitlements, master planning, landscape architecture, civil engineering, and project management. From initial feasibility studies through final construction, we guide projects with technical precision and creative problem-solving — ensuring every phase is coordinated and accountable.

We focus on intimate client contact and understand the importance of building lasting partnerships. A senior member of the firm is assigned to every project from inception through completion — providing consistent, responsive oversight at every stage of the development process.

Calumet is a 262-acre development comprised of 925 units and the master-planned upgrade to the transportation network, the New Market Bypass. The project was planned to preserve the environmental features to a create linear park system and wildlife corridors.

Gordon Mill

Gordon Mill was meticulously designed to maximize the physical, historical, and environmental attributes of the site while seamlessly blending neo-traditional homes. Gordon Mill includes two playgrounds, a dog park, and pickleball courts, further enhancing quality of life.

Spring Hollow

Spring Hollow is steeped in the history of the Revolutionary and Civil War. The project was thoughtfully planned to harmonize with the beauty, history, and ecological character of its surroundings while introducing a community that feels timeless and connected.

Star-Spangled Plaza

Star-Spangled Plaza is a dignified space for remembrance and reflection located at the entrance to Mount Olivet Cemetery. The plaza’s name refers to the cemetery's prominent status as the final resting place of Francis Scott Key, the author of "The Star-Spangled Banner".

West Main Street

Infill redevelopment project in New Market, MD with Preliminary Plan approval. The project will incorporate a mixed-use design consisting of the re-adaptive uses of the existing residential dwelling and recycling of Lawson’s retail building area facing West Main Street.

Donavon is responsible for directing the firm’s work on redevelopment, urban infill projects, feasibility studies, conceptual and master plans, land entitlements, and community participation. His project focus is to find creative design solutions and oversee the design team.

Donavon's extensive design experience and skills were developed and honed over the years shepherding local level and international projects of all sizes. He has participated on a national level as a member of the American Planning Association’s (APA) National Infrastructure Investment Task Force, National Home Builder Association Speaker, Presenter and Judge.

Donavon leads CBM's land planning, landscape architecture, and engineer practice, with deep expertise in zoning entitlements, urban infill, and master planning across Frederick County and the greater Maryland region.

Matthew J. Leakan

RLA, AICP

Matt has over 25 years of experience in the land planning industry and currently serves as our Director of Planning. Throughout his career, Matt has guided diverse projects from vision to reality, applying a blend of creativity, technical knowledge, and strategic foresight.

Believing that great planning is both an art and a science, Matt combines creativity and strategy to navigate complex entitlement challenges and unlock the full potential of land value. In addition to his thoughtful, innovative solutions, Matt has shaped projects that balance vision, market viability, and long-term success. In addition to entitlements, Matt has also published policy papers for the local region, entitled ‘On Wedges and Corridors’, and a strategic vesting piece titled ‘Early Vesting Strategies in Maryland.’

Matt serves as Director of Planning and is recognized as one of only two qualified expert witnesses in land use and zoning for Prince George's County, Maryland — a distinction that uniquely positions CBM clients in complex entitlement proceedings.

Rick Curry

Rick Curry brings decades of expertise in civil engineering and surveying to projects throughout the Mid-Atlantic. With a background spanning both large-scale, high-profile projects and smaller, specialized developments, Rick combines precise technical expertise with a genuine dedication to cultivating long-term client partnerships—ensuring each project benefits from both strategic insight and personal attention.

Over his career, he has successfully led projects for municipal, county, state, and private clients. His deep knowledge of zoning regulations, land-use planning, and site design, combined with a reputation for responsiveness and integrity, make him a trusted partner in bringing complex projects from concept to completion.

Rick leads CBM's civil engineering and surveying operations, bringing decades of project experience across residential, commercial, and municipal developments throughout Frederick and Montgomery Counties, Maryland.
